The Cottagers have been in talks with the right-back for a move to West London next month, with boss Marco Silva looking to sign his compatriot.
But the former Southampton resident’s weekly wage of around £75,000 is becoming a sticking point.
Silva is looking to replenish their roster next month after a strong start to the season that saw the promoted team remain ninth before resuming on Boxing Day.
There has been no official appeal to the Gunners yet, and Mikel Arteta has not yet decided whether he will authorize Cedric’s departure.
The Arsenal boss has already described his squad this season as “short”.
Ben White often played at right back with Japan’s Takehiro Tomiyasu, who has struggled with a number of minor injuries this season.
Arsenal are believed to want a purchase commitment included in any loan deal for the 31-year-old, if it goes through.
Should Fulham turn down the move, Spain’s Villarreal and German club Bayer Leverkusen are also keeping a close eye on the Portuguese international.
Cedric first joined the Gunners on loan from Southampton in 2020 and then made the move permanent on a free transfer following the end of his South Coast contract.

The former Sporting Lisbon full-back has only come off the bench twice in the Premier League this season, playing a total of 28 minutes in the league.
Cedric can also be used as a left back, meaning Arteta might want to keep him as a cover.
